The dashboard of indicators of TaiBON includes several biodiversity indicators corresponding to varies themes, and besides PSBR model types, you can also search differeent biodiversity indicators filtering with Sustainable Development Goals of United Nations and Aichi Biodiversity Targets.

EN/最初發展指標之前,係參考國內既有的三個指標系統-行動計畫績效指標、臺灣永續發展指標、林務局之生物多樣性監測指標,並建構在 BIP 指標發展架構之上,以愛知生物多樣性目標(Aichi Biodiversity Targets)及聯合國永續發展目標(Sustainable Development Goals, SDGs)作為指標發展基礎以及國外分屬全球、區域、國家層級的指標系統,再透過指標訂定與評估原則(能否回應議題、資料面、永續性、國際化)優先篩選出海域四議題(漁業資源、海洋保護區、海洋汙染、選定物種豐度變化趨勢)以及陸域三議題(陸域保護區、選定生物族群數量、外來入侵種)。

2022年底,COP15完整落幕,全球近200國的相關部門代表,共同通過了「昆明—蒙特婁全球生物多樣性綱要(Kumming-Montréal global biodiversity framework)」。本次定案的生物多樣性綱要,重點包含將資金挹注到開發中國家,協助生態環境、傳統原住民資源,以及明訂須在2030年,保護地球上30%的陸地、內陸水域、沿海與海洋區域等。完整的目標可分為2050年全球長期目標和2030年全球行動目標兩項,詳情點擊瞭解更多。

進展評估

SDGs

永續發展目標 (Sustainable Development Goals, SDGs) 以多元的角度描繪出全球在各個領域發展的可能性,在這交織串聯的 17 項目標中,不再是以 20 世紀工業經濟發展為導向。現今的 21 世紀,是將環境與人文一起納入思考決策中,也就是現今所談的「永續發展」的思維,不僅僅是官方制定法規擔起權責,全球公民也可以透過媒體、消費、行動來扭轉整個社會型態。

永續發展目標整體分為五大部分:社會、經濟、執行、環境、治理,其中「 02. 消除飢餓、14. 海洋生態、15. 陸地生態」與生物多樣性指標的發展較有直接關係。

EBVs

為提供生物多樣性觀測資料趨勢分析之基線資料(Baseline),TaiBON團隊也擬以地球觀測組織生物多樣性觀測網路(GEO BON)提出的基本生物多樣性變數(Essential Biodiversity Variables, EBVs) 來測量與追蹤生物在不同層級的資訊,由微觀到巨觀尺度的六大面向分別為:遺傳資訊、物種資訊、物種特徵、群聚組成、生態系結構與生態系功能,這些資訊總合起來可以描述一個環境中生物多樣性的狀態,再加上長期使用同一資料的趨勢,則可以看出生物多樣性狀態的變化;例如藉由公民科學的力量,每年使用相同的方法記錄一個國家中不同環境的生物族群數量。收集到的資料可用來描述長時間下、各類環境中生物數量的波動情形。在臺灣,具規模的「台灣繁殖鳥類大調查」、「兩棲類資源調查」,即為長期穩定的基本生物多樣性變數紀錄及提供者。六大面向關鍵生物因子也可以視為是進行生物調查或長期監測時所記錄的基本數據單位,配合起始基線資訊(baseline information),後續便可以接著計算生物多樣性波動及衡量其長期趨勢,提供給決策者作為應對生物多樣性相關議題的科學基礎證據;例如生物族群量的長期變化、加上生態系組成結構與其相互聯通性,兩套資訊進行比對後可獲知物種-棲地指數(species-habitat index),其所使用的EBVs有:物種族群數量、以及生態系結構;該指數是用來量測棲地的完整性(intactness),以及是否足夠提供存活此地的生物族群之成長需求。各國物種—棲地指數之紀錄可在聯合國生物多樣性研究網站(UN Biodiversity Lab) 中查詢,CBD9 鼓勵各國的主管機關利用這些框架中的指標、以及以這些指標為基礎繪製的地圖作為決策基礎,進一步成為兼具視覺化展示功能的決策地圖。
