Target 11 By 2020, at least 17 per cent of terrestrial and inland water, and 10 per cent of coastal and marine areas, especially areas of particular importance for biodiversity and ecosystem services, are conserved through effectively and equitably managed, ecologically representative and well connected systems of protected areas and other effective area-based conservation measures, and integrated into the wider landscapes and seascapes.
We need to invest in research, monitoring, education, and promoting with manpower, material resources, and funds to obtain sufficient scientific data. Those data will help prove the effectiveness of marine protected areas, so that industry, government, academics, fishermen, and the general public can understand the importance of marine protected areas, further are willing to support the designation of marine protected areas and the implementation of the management, especially the operation and management of the community, to enhance people’s concept of compliance with the law.

The relevant ministries and committees have provided related annual funds in their annual budgets, for research, monitoring, education, promoting, the manpower needed to implement the management of marine protected areas, and expenses for people to participate in seminars.
